Where do real, fully funded scholarships get listed?

Start from an aggregator index, then confirm the offer on the provider's own site.

Three places hold nearly every route open to Afghan students: the aggregator indexes scholarships.af and Scholars4Dev, the awarding university's own site, and embassy pages such as the U.S. Embassy Kabul scholarships page, which publishes a status next to each program.

Scholars4Dev lists Chevening, Reach Oxford, VU Amsterdam, Maastricht, Radboud and KTH for the 2027 intake, updated in October 2026, and every entry still has to be re-read on the awarding body's own page.

Embassy pages mix open and closed routes on the same screen, so a listing alone never proves a cycle is live.

  • scholarships.af — index of open annual cycles for Afghan applicants
  • Scholars4Dev — annual list updated October 2026 with 2027 intake dates
  • The provider's own page — the only place where status and deadline are authoritative
  • qsap@iie.org — contact address published for QSAP placement questions

Terms used on this page

Fully funded
Covers tuition and living costs for the full program; a partial fee waiver that leaves a monthly balance is not full funding.
Annual cycle
A deadline that returns each year on roughly the same date, so a 2027 intake closes in late 2026.
QSAP
A scholarship placement program reported by IIE at 400 Afghan students across more than 60 colleges and universities in 6 countries.
Tuition grant
A payment made to the university to cover tuition; the Fulbright Afghan master's route pairs it with a monthly living stipend.
Preparatory academy
A year of academic and language preparation before the degree; the AUCA Bishkek scholarship funds one year plus all 4 undergraduate years.
Aggregator
A listing site that collects open cycles, such as Scholars4Dev and scholarships.af; useful for finding a program, never authoritative on status.

What applicants ask first

Do I have to pay anything to apply for these scholarships?
No — never pay an application fee.
How early should the documents be ready?
Before 6 October 2026, the earliest published deadline.
Is an embassy listing enough to prove a scholarship is open?
No.
Can Afghan women still apply for these routes?
Yes — study abroad is the open route.

How this page was assembled

Every figure comes from a named public source: IIE's QSAP program page, the Afghan Future Fund programs page, Scholars4Dev's list updated October 2026, the U.S. Embassy Kabul scholarships page and the Education in Afghanistan entry. Dates were read on 14 October 2026 and are quoted as published, without rounding or adjustment.
